Text-To-Speech program Balabolka is a Text-To-Speech (TTS) program that can use any voices installed on your system (most PCs have at least one Microsoft voice pre-installed). The program can read text from a variety of document types, including Office formats, PDF, text files, web pages and many others. The program can also read any text copies to the clipboard or you can type the text to be read directly into the editor window.
In addition to reading the text aloud, Balabolka can also export the text recording to WAV, MP3, MP4, OGG or WMA file. The synchronized text can be saved in external LRC files as part of the MP3 tags, which can be displayed (like lyrics) on your portable music player.

Unfortunately, that may be a bit too much for those who have problems reading (whatever the reason) to begin with. What it needs is a simple interface for those who can't figure out how to use it. Most who use these programs have a disability of some sort and throwing them into a swirl of options may not be the best route. That said, maybe a simple select and read interface for some.
I found it extremely in depth and once you learn the functions, it's second to none for the price, which is free. Likely you won't find anything that compares to this for free. The only reason I gave it a 4 instead of 5 was as mentioned, with others in mind. Review details. Interface. Features. Ease of use.

Posted Jul 25, 2011 for v2.2.0.504. I use text to speech programs to record station promos for my internet radio broadcasts as either a.wav or.mp3 file. I have used others in the past and on older XP based machines, both are pay programs and worked well. I recently started using a dual core Windows 7 64 bit based unit and the old text to speech programs just would not work properly on it at all. Others would completely screw up my sound settings and the speech produced would play at such advanced speeds it was impossible to discern. I discovered Balabolka and read the reviews and downloaded the file from Snap files, installed the program and tested it by typing text and then saving the file as either a.wav or.mp3 file. Balabolka works perfectly and the features such as translation and spell checking are great.

This program has features incorporated that the top text to speech haven't even thought of yet and it's a freeware program. The two Russian programmers that developed this program have got a top notch winner in Balabolka, if only I could shake their hand and thank them personally for creating such a great program.
